Employee Benefits

Security Health Plan (SHP) notified the District that rates will increase by 8.5% at the July 1, 2023 renewal. This means that some employee rates will increase effective July 1, 2023.
The District was also notified by Security Health Plan that some preventive coverage is changing effective July 1, 2023. Please see below for additional information:
Security Health Plan is making adjustments to more closely align their preventive benefit coverage with health industry norms by adopting nationally accepted evidence-based medicine (EBM) guidance from the U.S. Preventive Services Task Force (USPSTF) recommendation and Affordable Care Act (ACA) requirements. Employees will see coverage changes for some preventive screenings starting on July 1, 2023. This means if their provider orders a test after July 1, 2023 that was previously a preventive service covered at 100% but is no longer categorized as such, the cost of the test(s) will apply towards the employees’ deductible, coinsurance, and/or out-of-pocket maximum. It’s important to understand these coverage changes are based on proven scientific evidence and not intended to negatively affect the employee's care. Preventive Comparison List
What does this mean for employees?
Health Insurance
- Employee Health Insurance Rates
- Rates will remain $0.00 for employees who have an assignment/assignments in Skyward of 35 hours or more per week
- Rates will slightly increase for employees who have an assignment/assignments in Skyward between 30-34.99 hours per week and for employees who may be on the grandfathered rates
- Preventive Changes
- Eye Exam: The basic annual eye exam will no longer be covered at 100% for most members and will be subject to deductible. The basic eye exam will be covered at 100% for members under the age of 19. Due to this change, the District has added an employee paid vision plan through National Vision Administrators (NVA).

- Deductibles
- In-network deductibles remain the same and continue to run on a calendar year
- Single HDHP: $3,000 (Employee Responsibility $1,500)
- Family HDHP: $6,000 (Employee Responsibility $3,000)
- In-network deductibles remain the same and continue to run on a calendar year
Dental Plans
- Employee Dental Insurance Rates
- Rates will remain the same for the 2023-2024 plan year
- Benefit Enhancements
- Evidenced Based Integrated Care Plan (EBICP): additional cleanings and services for members with certain medical conditions and those who are pregnant
- Expanded Sealants: changing the age limitation from 17 to 19 and including additional molars
- Porcelain crowns: coverage for porcelain crowns on the posterior teeth
- The rest of the benefits will remain the same
Vision/Hardware Plans
- Additional National Vision Administrators (NVA) Plan Offered
- A second NVA plan has been added and includes the basic eye exam. If you would like to change from the NVA Hardware plan to the NVA Eye Exam + Hardware plan or add the plan, you must make this change by completing the open enrollment form in Skyward during open enrollment.
Flexible Spending Accounts (FSA) - Dependent Care
- Please watch for communication this coming fall for information on enrolling in the 2024 Flex Dependent Care Account.
Open Enrollment will take place in ERMA/Skyward on Monday, May 1, 2023 - Monday, May 15, 2023. Eligible employees will have an opportunity to change, enroll, waive insurance or select no change during Open Enrollment. These changes are effective July 1, 2023.
Employees not making any changes will need to select "no change" from the drop-down box when completing the Open Enrollment form in ERMA/Skyward. Once open enrollment closes, employees will not be able to make changes to their insurance unless they experience a qualifying event (birth, marriage, loss of insurance coverage, etc.).

- NVA - Vision (Hardware Only or Eye Exam + Hardware):
- All employees with an assignment in Skyward are eligible for NVA
